Horizon Nuclear Power is seeking to obtain consent to build a new nuclear power station at Wylfa on the Isle of Anglesey in North Wales. The construction of Wylfa Newydd is a significant undertaking and will require up to 9,000 construction workers at peak.
Steer authored the Transport Assessment required as part of the submission of a Development Consent Order (DCO) Application to obtain the powers to deliver the scheme. This examined the impact of the scheme including the proposed mitigation measures of a sea freight terminal, extensive shuttle bus network, a park and ride facility, car sharing strategy, and on site worker accommodation to reduce travel demands during the construction phase of the project. For critical parts of the road network, such as the crossing to the mainland, we used micro-simulation traffic modelling to examine impacts and assess mitigation proposals.
Steer also engaged heavily with internal and external stakeholders throughout the project, and provided Expert Witness services at the DCO Examination in January 2019.
Successes and outcomes
We worked with Horizon’s Traffic and Transport team and many other consultants to prepare a comprehensive Transport Assessment which was submitted as part of the DCO Application for the project in June 2018. We also played a pivotal role in securing agreement on many areas of concern with stakeholders through the Statement of Common ground process.
The project is currently on hold, however efforts to secure a successful DCO consent continue. A decision by the Secretary of State is due to be made towards the end of 2019.
