Since the end of the 20th century, the intense industrial development in the Bajío made it necessary for the Government of the State of Guanajuato to develop plans and programs of projects that would strengthen the economic, social and cultural development of the population and, at the same time, address the growing travel demand in the region.
In response, the state government conceptualized a passenger rail transport system that would serve the cities that make up the state's industrial corridor and thus contribute to improving mobility in the area. The government had granted a concession for this System, whose implementation was not brought to reality and, after finishing some processes to resume the project, it required advice to review and reconsider it.
Our work team made a mobility master plan for regional public transport, having as its backbone the Guanajuato Express Train (TEG). The project included studies to understand the dynamics of demand in the area as part of an investment demand study; proposals to reconfigure the regional transport system, strategic estimates of investment, operation and maintenance costs; cost-benefit analysis and; advice on procurement strategies, implementation, and communication of the project. For this, our team studied the passenger train project, as well as reconfigurations to the freight train in the area, which allowed both services to operate, strengthening their benefits to the region and the country.
Succeses and outcomes
The comprehensive advice we provide to the Government of the State of Guanajuato allowed us to generate a project with greater social, economic and financial benefits. A scheme was proposed that allowed, in addition to the passenger service with its corresponding benefits (in time, costs, reduction of accidents, economic development, among others), the regeneration in the center of the cities and the access to additional financing possibilities. As well as the generation of freight highways that would reduce the disruptions it causes in the center of the cities and speed up the freight transit at congested points in the center of the country.
