Steer served as the traffic and revenue advisor for the sale of the Dulles Greenway in Virginia.
How we helped
The team did an extensive analysis of existing conditions in the corridor, including traffic levels on the Greenway and competing roads, trends in traffic speeds, origin-destination patterns, and socioeconomic conditions.
This data was then used to develop a series of econometric traffic demand models, with separate models for different plazas, directions, and time periods. A spreadsheet-based forecasting tool was used to develop estimates of traffic levels and revenues, and also allow for scenario testing. Congestion impacts were incorporated into these forecasts using the results of a spreadsheet-based route choice model.

Throughout the project, Steer also worked with the financial advisor and participated in presentations to bidders for the asset.
