While there is an increasing desire to make UK’s railway stations usable by everyone, much of the stations’ estate dates back to the Victorian era when accessibility was not regarded as an issue. So, with constrained funding there needs to be a fair and effective way of prioritising investment.
Steer was appointed by the Department for Transport in 2017-2018 to develop a framework for prioritising accessibility funding in rail stations across England and Wales.
Successes and outcomes
Steer engaged with a range of experts and held a workshop to help develop funding criteria to use within the framework. We also reviewed the investment that had been made over the last few years via Access for All, the Small Schemes Fund, the National Station Improvement Programme, and the Minor Works Budget.
Steer provided the Department for Transport with a report on our conclusions, a framework model for prioritising accessibility funding and supporting technical documentation.
