Steven leads our local and sub-national transport planning offer. With over 20 years of experience, Steven takes an active lead on wider transport planning and sustainable local economic development. His expertise covers integrated planning approaches across all modes, working on behalf of central, sub-national, or local government.

Steven prides himself on understanding his clients' wider goals and transport objectives, combining robust processes with best practice and innovation to deliver customized solutions. His focus is increasingly on planning and designing interventions to reach net zero carbon, understanding trade-offs and complementarity with social, economic, and other environmental goals.

Steven has led major projects such as the Local Transport Plan for East Sussex County Council, the Zero Emission Vehicle Strategy for Southend-On-Sea City Council, and the Decarbonisation Pathways Study for Transport for the South East.
