Simon is a Director in Steer's Planning division with 25 years’ of experience working with national, regional, and local government.

He has worked extensively with public and private sector clients across the UK, including local authorities, combined authorities, and sub-national transport bodies, helping them develop strategies that drive economic growth, improve connectivity, and support sustainability goals.

Before joining Steer, Simon was Chief Technical Officer at Midlands Connect, where he led the development of the region’s transport strategy and championed investment in major transport infrastructure.

At Steer, Simon works with clients to develop evidence-led strategies, providing clear, practical advice on policy development, investment prioritisation, and programme delivery. His expertise spans road, rail, and active travel, with a strong focus on aligning transport investment with economic, social, and environmental outcomes. Simon supports clients from initial strategy development through to business case preparation, stakeholder engagement, and programme delivery.
