Emma Hanes is an Associate Director at Steer Economic Development, bringing extensive expertise in economic development and regeneration. Since joining Steer in 2017, she has been instrumental in leading initiatives that enhance the competitiveness and potential of various places, sectors, and markets.
Emma began her career on the Civil Service Fast Stream for graduate economists, spending eight years as a government economist at the Department for Transport and Home Office. During this time, she worked on high-profile projects including counter-terrorism policy, transport strategy, roads investment, and the expansion of Heathrow airport.
Since joining Steer, she has been a Project Director for several high-profile projects, including the evaluation of the Cultural Development Fund Round 2 for Arts Council England and the evaluation of the Net Zero Hubs for BEIS and local government.
