At Steer, Elena is the main contact for our clients in Panama.
She has over eight years of experience in consultancy, mainly regarding transport planning, urban transit and highways. She is a Panamanian civil engineer with a master’s degree in transport planning and engineering. Before joining Steer, she worked for A Harris Ingenieros Consultores developing traffic studies and road design for projects in Panama.
Her experience ranges through a variety of disciplines including: development and infrastructure planning and approval; modelling and forecasting; behaviour change; policy, strategy & regulation; and monitoring, evaluation & impact assessment. She has been involved in projects for the public sector (at a national, regional and local level), private sector and development banks mainly in Colombia and Central América.
She specialises in developing and using discrete choice models to predict behavioural change and preferences, useful when assessing the impact of new modes or routes and varying trip characteristics (such as time, costs, transfers, vehicles, soft factors, etc.).
